In the latter part of 2016, the Department of Agriculture-Regional Office carried out a Participatory Rural Appraisal to assess Brgy. Balagtasin and Bonliw in terms of potentials, resources, and problems. After which, solutions to the identified problems were made. The Community-Based Participatory Action Research showed that the top dilemmas of the farmers are insufficiency of capital, relatively low production and unavailability of fair market. In relation to this, DA through MAO  distributed two (2) sows and one (1) boar to twenty (20) farmers who were selected, screened and trained. Each farmer was also given materials for the construction of pens. Through a Memorandum of Agreement, each farmer shall return the same number of native pigs to the LGU for dispersal. 

Meanwhile, vegetable production is also augmented by the distribution of hybrid seeds to the farmers. Rejects are assumed to be fed to native pigs. Knowing that the demand for native pig meat is evidently high at the moment, the DA and LGU will help the farmers in the marketing of their produce.  

The Landbank Countryside Development Foundation, Inc. (LCDFI) that aspires to promote organic farming through establishing an organic demo farm in cooperation with the farmers targeted San Luis as the first recipient of the Likas Saka Program in the whole province of Batangas. So far, San Luis is one of the eighteen project sites of the foundation in the entire country.

Likas Saka Program enables to help the farmers from the production to marketing of organic products. The foundation shall provide seeds and the needed agricultural inputs. Barangay Bonliw is chosen as the pilot barangay to adopt the aforesaid project. Up to thirty farmers are about to participate and will be monitored by Mr. Robert Cuasay, the Agricultural Farm Technician.

On September 5, Training on Natural Farming was conducted at Brgy. Bonliw which is actually a preparation for the start of the project.

In connection with the CPAR Project, the farmers, particularly the women, underwent a training on Native Pig Meat Processing on December 13, 2017 at Brgy. Bonliw.  The meat intended for processing comes from culled pigs which is determined through the gradual reduction of offspring. At present, the production of native pigs shall be increased first before the processing is done. The products are expected to be sold at San Luis Organic Trading Post.

Event: DICT Digital Literacy Training 2017

A Digital Literacy Training Program was conducted at Tech4Ed Center of San Luis, Batangas. The said program was a joint project of Mayor Samuel Noel B. Ocampo and Director Reynaldo T. Sy of DICT-FOO Cluster 3- Batangas. The training was started on October 23, 2017 and ended on October 27, 2017.

The students of Senior High School and some out-of-school youth (OSY) where among the participants joined the program. The team of Engineer Jojo Aguba -Information Technology Officer II of DICT Batangas facilitated the said training having Mrs. Laarni Bacongallo a teacher from Banoyo National High School as the instructor in-charge.

The Digital Literacy Training was all about on how to use a personal computer, different parts of the computer and system unit, how to make an account, how to use Microsoft office such as MS Word, MS PowerPoint, and MS Excel, how to assemble and disassemble of the system unit, and lastly, on how to make a straight through cable and cross-over cable. After the whole week training, the participants received a Certificate of Completion.

The main purpose of this training is to enhance the knowledge and skills of each individual and gives opportunity in every participant to practice and enlighten their mind in coping up with the modern technology. This program helps to improve the production and the digital literacy that can contribute to the growth of economy. It will reach and deliver education to more people in the countryside and it also deliver equal and direct government services to all.

October 24, 2017, the different department heads conducted a sports fest together with the employees of San Luis Municipal with the theme of “Sports Fest 2017 IBA EH!”.  The parade started at about 8:00 in the morning, each team was introduced by Mr. Felino Lacanlalay and Ma. Cherry Ann Moredo being the masters of the event, greeted the participants. Municipal Mayor Samuel Noel Ocampo gave his inspiring message before formally starting the games.

Sports Fest 2017 was participated by employees of local and national departments of LGU. Here are the winners on different categories: Best in Uniform (Blue Team); Best Muse 2017 (Ms. Vanessa Mae Castillo of Green Team); Cheering competition (Green Team); and Synchronize Planks (Green Team). This event will end at the second week of December and the awarding ceremony will be held on the Christmas Party celebration of the employees of municipality.

Mayor Samuel Noel Ocampo has been called for to be the guest speaker in the event organized by the Department of Health (DOH), Philippine Health Office (PHO), USAID and RTI Philippines. 

Mayor Sam, shared his LGU experiences regarding the implementation of the Batangas Referral System.

In order to settle the territory dispute among municipalities in relation to water use, a Municipal Water Delineation was conducted last September 13, 2017, which was represented by the Provincial Government-Environment and Natural Resources Office (PG-ENRO), National Mapping and Resource Information Authority (NAMRIA) and the concerned Department Heads of each LGU. At present, the Municipal Boundaries between San Luis and Taal is already settled while San Luis and Bauan have decided to identify the boundaries which are still subject for verification in the next scheduled meeting. The finalization, however, will be done once the Local Chief Executives have already signed and agreed with the determined boundaries.

Selected farmers, teachers and youth from San Luis participated in the Organic Farm Inputs Preparation and Application Training at Binhing Pamana, University of the Philippines, Los Baños, Laguna on August 18, in relation to the promotion and implementation of organic farming in the community.

Apparently, extending knowledge from one individual to another seems to be a crucial fragment to change one’s belief as this may lead to an unwanted outcome. However, due to several adverse impacts to the environment and human health, people perceive the essence of natural farming to lessen the threat. The training highlighted the use of Indigenous Microorganisms, Fermented Plant Juice, Fermented Fruit Juice, Organic Pesticides, and Fish Amino Acids in replacement to the agrochemicals. Notably, the training is beneficial for all the participants especially those who are carrying out Gulayan sa Barangay and Gulayan sa Paaralan Projects. Hopefully, the key ideas may be shared to the rest of the people of San Luis, the best legacy they can have.

Noong nakaraang Agosto 18 taong kasalukuyan, pormal ng idineklara ang Bayan ng San Luis bilang “Drug Cleared Municipality”. Ang deklarasyong ito ay dinaluhan nina Senior Supt. Leopoldo Echica Cabanag (acting Batangas Police Director), Judge Edwina M. Perez (acting Presiding Judge of San Luis MTC), Senior Insp. Radam Reyes Ramos, Mayor Samuel Noel B. Ocampo at 2nd District Board Member Arlene Magboo. Naroon din sina Vice Mayor Danilo Medina, mga kapitan ng barangay, ABC President Crisostomo Marasigan, at Rev. Fr. Sam Titular. Ang mga sertipiko ay iginawad sa mga barangay ng San Luis na syang idineklarang Drug Cleared hinggil sa istatistika ng Batangas Provincial Police Office, PDEA PRO4A, lokal na pulisya at LGU.

Isang malaking karangalan sa bayan ng San Luis ang maging isang “Drug Cleared Municipality” at unang bayan sa buong Pilipinas na pinagkalooban ng nasabing sertipiko.

Noong ika-25 ng Agosto taong kasalukuyan araw ng biyernes, ginunita ang ika-156 na taong pagkakatatag ng Bayan ng San Luis kasabay din nito ang pagdiriwang ng "Kawayan Festival".

Umaga pa lamang ay naghahanda na ang mga empleyado ng munisipyo para sa paggunita sa nasabing okasyon. Pinangunahan ito ng punong abala ng selebrasyon na syang pinakabatang Municipal Agriculturist ng bansa na si G. Rinkoh P. Hernandez. Pagpatak ng alas siete ng umaga ay sinimulan ang selebrasyon ng Banal na Misa na pinangunahan ni Fr. Sam Titular Kura Paroko ng Parokya ng San Isidro Labrador.  Nagbigay si Kgg. Mayor Samuel Noel B. Ocampo ng kanyang paunang pagbati, pasasalamat at paghahayag ng mga programang kanyang naisagawa at mga gagawin pa para sa kapakanan ng mga mamamayan ng San Luis. Hindi magkamayaw ang mga tao sa loob ng covered court ng munisipalidad, batid sa kanilang mga mukha ang tuwa at pagkasabik  para sa mga magaganap sa araw na iyon.  Sa kabilang dako, sa labas naman ng nasabing covered court ay ang mga kubo ng bawat barangay at nakahanay dito ang kani-kanilang ipinagmamalaking produkto.

Ang ikalawang bahagi ng programa ay sinimulan sa pamamagitan ng pagbibigay ng sertipiko ng karangalan sa mga natatanging mamamayan ng San Luis na syang nagbigay o nagpakita ng kagalingan sa kani-kanilang napiling larangan. Pagkatapos nito ay ang mainit na pagtanggap sa Presidential Adviser na mula pa sa Malacañang Palace na si Kgg. Jose Maria “Dennis” Hernandez. Mainit din ang pagtanggap sa Bise Gobernador ng probrinsya na si Kgg. Sofronio “Nas” Ona na syang nagbigay ng kanyang masayang pananalita. Sa kalagitnaan din ng araw na iyon ay sinimulan ang Mini Band Competition na kalahok ang mga mag-aaral sa tatlong eskwelahang pang-elementarya. Ginawaran din ng parangal ang barangay na syang nagwagi sa Inter-Barangay Product Fest. 

Ninanais ni Mayor Samuel Noel B. Ocampo na ang pagdiriwang ng "Kawayan Festival" ay magtuloy-tuloy sa darating pang mga taon.

SAN LUIS, BATANGAS—From a two thousand four hundred square meter-land area, Mr. Eduardo Villanueva of Brgy. Balagtasin, a recipient of the Gulayan sa Barangay Project of the Provincial Agriculturist Office, in collaboration with the Municipal Agriculturist Office, began harvesting baskets of high value vegetables adopting the concept of organic farming on April 11, 2017.

Mr. Villanueva is a 63-year old farmer who ventured in farming to raise his three children. Now that his family gets bigger with the addition of his three grandchildren, he never contemplates to veer towards another job and still opts to farming in order to sustain their needs and necessities. “Siyempre, nagpapasalamat ako sa OPA, saka sa Agriculture Office at siyempre sa ating butihing Mayor Sam Ocampo ‘pagkat napili akong recipient ng proyektong ito. Sa edad kong ito, di ko akalaing mabibigyan ako ng ganitong pagkakataon. Malaking katulungan ito para sa aming pamilya. Ang pinaka puhunan lang namin ay aming pagtratrabaho kasi libre nga lahat.” said Mr. Villanueva.

The shift from conventional farming to organic farming seems to be a crucial dilemma of the PAO and MAO since farmers are used to apply agrochemicals in the field without even realizing its impact to the environment and human health. Mr. Rinkoh P. Hernandez, Municipal Agriculturist of San Luis, explained that during the Green Revolution in the 1960s, there was an increase in agricultural production because of the advent of high-yielding varieties, thereby leading to the vicious utilization of synthetic fertilizers and pesticides. “Noong time kasing yun, people suffered from starvation so para ma-save sila sa hunger they augmented crop production kaya naman until now dala-dala ng mga farmers yung ganoong gawain. Hindi naman bago ang konsepto ng organic farming. Matagal na iyan. Ibinabalik na lang kasi nga yung conventional farming ay may sobrang laking impact sa Climate Change tsaka nagiging acidic na ang soil tapos threat pa sa human health.” he added.

The Gulayan sa Barangay Project aims not only to help farmers financially but also to educate them about sustainable crop production in the absence of agrochemicals. The PAO and MAO admit that the project is not yet organically certified because the shift takes time. “Sa organic kasi, you cannot expect high yield but you can expect safe and quality produce. Challenge para sa aming mga Extension Managers na magturo at mag-encourage.” Municipal Agriculturist expounded.

Mr. Villanueva, still earning from his intercrop, is very much grateful for the opportunity and believes that later on other farmers would embrace organic farming as well.

 March 31, 2017, DICT Team conducted a training together with their Luzon Cluster 3 Director Mr. Reynaldo Sy at the Municipality of San Luis called “Training for Users of Free Wi-fi Internet Access in Public Places Project.”

The said training were participated by the different sectors including the youth, academe, housewives, students, and Sangguniang Bayan Members in the name of Hon. Maan de Gracia, Hon. Sixto Lasala, Hon. Adelio Bonsol, Hon. Lilian Ilagan, Hon. Reynaldo Patolot, Hon. Marinela Magsombol and ABC President Crisostomo Marasigan.. Mr. Nani Hernandez, District Supervisor of DepEd San Luis and his school principals of the district was also present in the said event. The Free Wi-fi was also one of the priority projects of Mayor Samuel Noel Ocampo in collaboration with the Department of Information and Communications Technology.

Earlier that day, the DICT Team arrived. It was Municipal Information Officer Mr. Michael Mia who welcomed them with a big smile. The participants also came early to register for the said training. The program started with a caravan around the town of San Luis. After the caravan, Secretary to the SB Mr. Felino Lacanlalay being the master of ceremony greeted and welcomed the participants with his lovely and kind words. SB Member Mr. Adelio Bonsol led the warm and peaceful invocation. After that, Director Sy gave his wisdom in his opening remarks. In behalf of the Municipal Mayor Samuel Noel Ocampo, Mr. Mia gave his commemorative and extendable greetings in his welcoming remarks.

DICT Resource Persons Mr. Kelvin Cantera and Ms. Joy Tabios explained what will be the scope of the training. The tandem sounds really incredible in their words which  was mixed English and Filipino. You can really tell that they were enjoying what they’re doing on that day. They kept their audiences with them throughout the training. They explained everything about the Free Wi-fi Access in the municipality and gave some do’s and dont’s during the usage of the Free Wi-fi Access. Their audience was quiet yet paying attention to them. The tandem let their audience ask questions and thought some troubles that the users were experiencing during the time they were connected to the Wi-fi. You can really see at the eyes of the users that they were really learning something during the training. After the exchanging of questions, answers and thoughts of the both side, Mr. Cantero and Ms. Tabios said their thankfulness to the participants and to the people behind the success of the training. Councilor Mrs. Marinela Magsombol gave her confident words during her closing remarks and extended her greatness to the DICT Team and to the users who participated the training.

Indeed, the Training for Users was incredibly simple yet full of knowledge.
